Dr. Jay Kulbertis
District Superintendent
Gladstone Area Public Schools
Gladstone
Area Public Schools Superintendent, Dr. Jay Kulbertis was selected as
the
district's CEO in April, 2007, after previously serving the district as
High
School principal for six years. Dr. Kulbertis came to the Gladstone Area
School
District from the Escanaba Area Public Schools, where he served as High
School
Principal. Additionally to the Principal position, Dr. Kulbertis served
as Assistant High School principal for the Escanaba School
District from 1997 through 2000.
Dr. Kulbertis's lifelong work in education began as a teacher and coach in the
Engadine Consolidated School District in 1988, and progressed through numerous teaching and
administrative positions. From 1989 through 1997, he taught a full spectrum of
Social Studies and English at Manistee High School. In addition to academics, athletics has always played
an important role in Dr. Kulbertis's career. While teaching in the
Engadine and Manistee districts, Dr. Kulbertis coached both varsity football and
varsity track.
A native of Negaunee, Michigan, Dr. Kulbertis earned his
Bachelor of Science degree in Social Sciences and English; Secondary Education from Northern Michigan University
in 1987. He also did his post-graduate work at Northern Michigan
University, earning a Masters of Arts
degree in Education Administration. In 2004, after having spent a considerable amount of time
working in the education field, Dr. Kulbertis began the coursework for his
Doctoral degree. In 2006, he was awarded the Doctor of Education degree from
Central Michigan University. He has since completed additional post-graduate studies, and is currently an
adjunct-professor for Central Michigan University. Dr. Kulbertis's educational
philosophy focuses on making the connection between education and the needs of
all students that will enable them to become productive members of society.
While overseeing a school district of 1600+ students
and a budget of over $13 million, Dr. Kulbertis has championed smaller class
sizes, increased student and staff accountability, and improved student
achievement. As part of his commitment to student accountability, Dr. Kulbertis
implemented a comprehensive student attendance policy that has dramatically reduced the
number of un-excused absences. Guided by the strong belief that students cannot
learn if they are not in class, Dr. Kulbertis worked with students, staff, and
parents to develop a policy that works to the benefit of all involved. As a
direct result of this policy, at-risk student achievement has steadily risen.
Under the leadership of Dr. Kulbertis, Gladstone Area
Public Schools students have consistently outperformed their peers on the
Michigan Education Assessment Test.
